Governance

Prepared for responsibility

Governing is not a promise, but a matter of preparedness. Ten policy cabinets, real experts and measurable commitments — because a mandate must carry responsibility, and decisions must have consequences.

Accountable governance

Governance must have consequences

01

Measurable, pre-committed governance

A government should not only receive a mandate, but also take on commitments in advance. It should be clear what it promises in education, healthcare, the economy, transport or the running of the state, and over what horizon the results can be held to account.

02

Checks and balances

Big changes may require a strong mandate. But a strong mandate must not mean unlimited power. Checks and balances exist so that decisions are subject to oversight, mistakes have someone responsible for them, and power has limits.

03

Clean public money, strong local latitude

IRÁNY stands for transparent use of public money, consistent anti-corruption practice and greater latitude for local governments. Local matters need genuine local decisions: with predictable funding, clear responsibility and less dependence on the centre.

A new logic of governance

The structure of the state does not follow people’s lives

Today’s government is divided into ministries, state secretariats and separate policy areas. People’s problems, however, do not appear this way: a child falling behind at school may be connected to the family’s situation, mental health, housing or healthcare. Yet these belong to separate systems that often do not work together.

In other fields, meanwhile, rethinking operating models has become entirely natural: project-based teams, agile ways of working, data-driven decision-making, continuous feedback. The basic structure of the state, by contrast, has barely changed.

The state is organised by institutions. People’s lives, however, do not move according to ministries.

IRÁNY does not claim that the parliamentary system or the ministries should be abolished, but that the state’s operation should be aligned with people’s life-courses and the problems to be solved, rather than with the customary boundaries of institutions.

Are we sure the current model of government can handle the complex problems of the 21st century? IRÁNY believes that on its own it cannot — the basic structure of governance still rests on a model formed in the 18th–19th centuries. That is why we work on a life-course-based, coordinated state.

Strategic building for the future

Intent is not enough — deliberate building is needed

For our vision to become reality, long-term building is needed. A knowledge-based society requires foundations that strengthen the country on the technological, regulatory and human side alike.

Technological development

The state must become the engine of progress: the most modern technologies should be introduced into every sector, from public administration to public services.

Modern regulation

Artificial intelligence and quantum technologies are already part of the present. We need legal frameworks that protect our children, our data and our human dignity. Regulation must not fall behind technology.

Mental well-being

The future is not only about what we teach, but also about the world we prepare our children for. Alongside new technologies we must pay special attention to mental and emotional well-being, for children and adults alike.
